Is there a need for a Parliamentary Inquiry at GEBE?

PHILIPSBURG: --- While the Minister of Justice Dennis Richardson may soon face the hatchet for the agreement he signed last Saturday with Minister Ronald Plasterk to install an integrity chamber on St. Maarten and to ensure that higher supervision is not imposed on St. Maarten there are some integrity breaches taking place at the GEBE that may warrant an parliamentary inquiry since Government and GEBE has refused to provide parliament with the information they requested.
SMN News will give a break down on GEBE operations that will highlight what workers go through at the government owned company while the COO and the chairman of the supervisory board are using the company's materials to service their by-sides and friends.
While Integrity has been the 'key word" these past months there are some severe integrity breaches taking place at GEBE while the Supervisory board is engaged in micromanaging the company, yet abusing their privileges to service their friends and families.
According to information SMN News received states there was an electrical meter with number 10722 that was removed from Over the bank location, this is one of the few meters that has lately been installed without the proper paper-works completed by the clients.
The source at GEBE said that directives were given by the COO and acting distribution manager to install the meter in a guard booth at a famous housing development located in South Reward. One of the developer of the housing project told SMN News that because there were over 17 armed robberies in Waymouth Hill and surrounding areas, GEBE was contacted with an advice from the CPO of that area requesting that more lighting be put in place, thus the meter was installed for better lighting and security cameras. The developer said  that this procedure was done in the interim until the final inspection which has been completed and all necessary paper work were submitted to GEBE. He further stated that the workers of GEBE should stop the in-fighting for power and they should do their work properly and efficiently.

According to GEBE system the meter is registered as "In Stock". This means that the meter is still in GEBE's possession. Further research shows that there is no application form filled out by the client, the client did not officially request nor pay for the meter. VROMI was not called in to conduct an inspection therefore there is no inspection card in GEBE's files. Further research again shows that Public Works did not get a request from the client to inspect the electrical installation at the housing development.
Indepth research shows that there is no placement order which is called an "SD form at GEBE. A second electrical meter was removed from GEBE without procedures being followed. This time the meter was placed at a home in Sucker Garden (Arch Road) which is the home of one of the top supervisory board member (by-side). Based on the information SMN News received it is clear that management and members of the supervisory board have been committing fraud instead of overlooking the operations of the company, yet Integrity has been the word mostly used.
SMN News also understands based on the information provided that several transformers are missing and is no longer in the cable yard. A verbal okay was given by COO to the same group of employees that were dismantling the generator at the power plant.
meterreading30052015Another lawlessness that has to be investigated at GEBE is the behavior of the Acting Human Resources manager who supposedly is using a recruitment agency to hire workers he could abuse. In one instance the Human Resource manager gave a female employee an unauthorized salary increase because he allegedly has an affair with this employee. SMN News was provided with surveillance footage where the acting Human Resource manager was caught having sex with the same employee's sister in GEBE's office. It is further stated that female workers working at GEBE have to have sex with the acting human resource manager before they can get benefits that are due to them. The information showed the same acting human resource manager was allegedly involved in a purchase order scandal but the blame fell on an employee and  who demoted while the products that were purchased were never delivered to GEBE but the Purchase Order had the acting human resource manager signature was on it.
