Not so 4 Years ago he was as a senior employee considered to be the specialist on Study financing. He was some sort of an acting head of study financing, although then it was not a department on its own.
He was good in bossing around the people that worked under his supervision in study financing and he could very well bully them. With the start of Country Sint Maarten he climbed the ladder and became the policy advisor to his Minister of Education, Culture, Youth and Sports.
The department Study Financing was also created and he brought a friend in as acting Head Study Financing, a position he thought to keep reserved for himself. So the acting head would be some sort of a caretaker for him. In the meantime one of his former assistant who was working for so many years already in Study Financing was at last appointed in the vacant position of senior employee of the Department of Study Financing, because in Study Financing they had planned two senior employees.
And from out of the Cabinet of the Minister he was bossing the Department of Study Financing, which as said he considered his baby and of which he considered himself to be the real Head of Study Financing, temporarily borrowed out to the Cabinet of the Minister.
But as we all know, in politics nothing is certain. In 2011 we had the famous so called 'carnival coupe' which send the UP lead government home. We got a new Minister of Education, Culture, Youth and Sports. So the political advisor was sent back to the department of Study financing, while the then acting head of Study Financing became the new Policy advisor to the new Minister of Education, Culture, Youth and Sports. And this was the first turning of the Carousel, some people calls it 'pay back time.'
He was then told that he would get an appointment as acting Head Study Financing, with which he really wasn't so pleased with, because as said he reserved for himself the position of Head of Study Financing.
But he didn't want to make too much waives and settled for acting Head.
The Carousel made a new spin, 'pay back time'.
The Minister for her reasons passed him and appointed her, the second newly appointed senior employee as acting Head of Study Financing.
And the newly appointed policy advisor to the Minister, the former first formally appointed acting Head of Study Financing, was now bossing the Department of Study Financing from out of the Cabinet of the Minister. The roles were turned around. Instead of he being bossed around, he was now doing the bossing around. The former policy advisor of the Minister was now getting a hard time from his friend he brought to Study Financing. Dogs eat dogs.
And now on the first of February 2013 the Carousel is making its third spin, 'pay back time'.
The Minister of Education, Culture, Youth and Sports decided to take back the temporarily appointed acting Head of Study Financing and to place the Department under the another Department Student Support Services, headed by one former female assistant of Study Financing.
So now the Department within 28 months knows its fourth acting Head and of which two former acting Heads remain working in the Department of Study Financing.
And there are several 'old bones to be picked' in the Department of Study Financing.
I don't believe this is good for the productivity of the Department of Study Financing and I think it to be very bad management by the Minister of Education, Culture, Youth and Sports.
You don't manage a department on such way, creating and feeding all kind of internal conflicts which ultimately don't help the Students for who we suppose to be working for and to defend their interest.
I still hope that reason gets a new chance and this decision is thought over again. It's never too late to let sound reasoning preferred. And believe me I know what I'm talking about.
