PHILIPSBURG:- Demissionary Minister of TEATT Stuart Johnson dispatched an email to all department heads within the Ministry of TEATT to sign off on invoices that were submitted by RSH Consultancy Inc. (MedPRO), Corporate & Government PR/Communications ( Roddy Heyliger).
SMN News learned that Heyliger has been charging the Ministry Naf. 500.00 per press release even though Heyliger is a consultant under the Department of Communication and the outstanding bill ads up to Naf 30,000.00 which Minister Johnson wants the department heads to sign off the outstanding invoices by Monday so he could submit them for payment.
However, strange Minister Johnson hired Alfred Harley to work in his cabinet as his public relations officer meaning the Government of St. Maarten is paying two consultants to write press releases for Minister Johnson, while Heyliger is also being paid for the same services under DCOMM since he is a consultant for the Department of Communications.
Sources say the Ministry of Finance already advised the department heads not to sign off on the invoices but to let the Minister pay for his own releases.
The source said that the Minister is trying to get government to make the payments RSH Consultancy before he leaves office in order to have his campaign marketing paid for by government since Johnson will be contesting the parliamentary elections in January 2020.
