A CONTRACT OF CONFIDENCE WITH THE RRR LIST…

rrrcandidates12032012To guarantee a successful new start of the Collectivité of St. Martin, the RRR list proposes a new agreement of confidence on sustainable development.

Not giving in to favouritism or to party politics, what is at stake is the building of a new and interdependent community which can ensure its future and its development.

This lucid work calls for analysis and truth and must fit in a democratic opening which calls upon all the good will, and existing competences... The RRR group has chosen to make this approach its main priority.

Our objective is to build an opened, interdependent and tolerant society, with an urban development sustainable master plan and able to determine the face and contours of St Martin for the next twenty years that the future generations will inherit.

The first stage will be the diagnosis: meet the economic and social stakeholders as well as the "users" of the city. To do this, we will organize workshops, exhibits and meetings in which associations representatives, elected officials, experts, representatives, civil servants will debate and discuss. The intention is creating a collective dynamic which will lead to the revival of the district councils, their raison d'être and the production of a final collective document.

The urban development sustainable master plan then becomes not only an urban challenge but also a democratic challenge; The St. martin of tomorrow is defined and worked out with the inhabitants of the territory.

We don't see this exercise as just an actualization of what exists. We will make it the definition of an urban ambition, and identify the means of intervention necessary for its implementation.

This document will be supplemented by a Local Housing Program and a plan of urban transport scheme that will take into account the entire territory. New problems will be thus approached, accessibility for the elderly, the physically impaired persons and even the pace or rhythms of the city or districts, in their relationships to the Southern side.

Saint Martin enjoys some undeniable assets: its geographical diversity, its sociological diversity, its cultural vitality, the quality of its private and public services and also its reputation and its tourist attractiveness.

For as much, the COM of Saint Martin suffers from real handicaps: a very dilapidated environment in certain districts, a level of pollution which is demanding serious attention, precariousness and loneliness become the batch of many people on this small territory, the offer of housing remains insufficient, inaccessible and often misfit. One of the stakes of this urban development sustainable master plan be to combine the requirements for further development of our island and the desires of its inhabitants. Our challenge: make of Saint Martin a territory that thrives on the solidarity of its people, more pleasant to live in but also more influential on the neighbouring islands and the remainder of the Caribbean region.

The RRR group considers that there is no contradiction in assuming ones history and affirming a great interest for the future. The project in which we engage is neither inspired by nostalgia, nor by an obsolete design of the city. What made the force of the identity of Saint Martin is that it always thrived on innovation and the audacity of its inhabitants. We therefore choose to rely on their creativity, and thereby support the emergence of a social, economic and cultural dynamic that will reinforce the attractiveness of our island.

Solidarity: How to make sure each one finds a place in this city? More than an ambition, it is a requirement which leads us to do everything in order to banish inequalities from our thinking. That's why we have chosen to support an urban and social mix, to develop public infrastructures and small to average size businesses, to increase and improve the allocation of social housing, lean towards social equity, reinstate the ailing districts of every city or borough. Marigot should not have an insanitary zone. Grand-Case, capital of the Caribbean gastronomy, should not have an insanitary zone. Orleans, eastern side with a true potential as a "new city" should not have an insanitary zone.

This intention goes hand in hand with another objective: improve the living environment of the inhabitants of Saint Martin by creating parks, gardens, by embellishing the urban landscape, by supporting public transport in the Marigot area.

This new logic will inspire our policies once we'll be in power: this will not be a declaration of war to cars and their owners, but as much as possible we will refuse for transport to be controlled by one means whereas diversity can be factor of a better health and greater freedom. All these stakes will influence the international competitiveness of Saint Martin. Here, the challenge is multiple: cultural influence, quality of the social rapports, economic dynamism with a real potential to allure, surprise, attract far across our borders.

Our choices will have to privilege the development of new areas of activities, near our airport and commercial port, as well as in the District of Orleans. Our thinking must demonstrate technicality and expertise in addressing our necessary cooperation with the Southern side of the island and the setting up of a true collaboration on common issues (management of rain water in the valley of Middle Region and the district of Orleans, networking of the roads across the island, management of pollution of the lagoon of Simpsonbay, total management of waste, tourist promotion, etc...)

This process must continue, this time, out of a common will of action and results. It will be productive, only with a proven and effective synergy of all the citizens for a harmonious and prosperous development of our territory.
