BAVOL Police Officer Suspect in 2009 Rape Case --- Also threatened Workers at Placement Agency in 2009.

Philipsburg:--- The BAVOL Officer identified as Emanuel Velasquez (31) that was arrested by police on Monday April 23, 2012 is a suspect in an ongoing rape investigation. SMN News learnt that the rape took place on December 30, 2009 in the Simpson Bay area. Sources close to the investigation state that the police have been looking for a suspect that fits the profile of the rape and only recently the suspect was identified through better investigative technology used by the investigating officers. Chief Prosecutor Hans Mos confirmed that the officer is a suspect in the December 30, 2009 rape investigation. Mos said the victim reported the case and police were looking for the suspect but only recently he was fingered. Mos said the suspect has been arrested and he will be taken before the judge of instruction later this week. Minister of Justice Roland Duncan also told SMN News on Tuesday that the officer who is now the suspect of a crime has been suspended pending the outcome of the investigation.
Reliable information reaching SMN News states that the suspect also raped another person in 2009. However, Mos said the police are only aware of the rape that took place on December 30, 2009 in Simpson Bay area.
SMN News also learnt that Emanuel Velasquez was an employee of one of the placement agencies on the island and was very aggressive towards his boss and co-workers. Sources said that police was once called for the young man while he was threatening the workers at the placement agency. He was also an employee of the Pointe Blanche prison.
On Tuesday, Minister of Justice Roland Duncan told SMN News that all the candidates who applied to become BAVPOL officers were screened and nothing was found during the screening process. SMN News also learnt that the police did their own screening but somehow Velasquez slipped through the system and was accepted to serve on the police force.
