SABA:--- The investigation, with the code named Hector, of the young woman found dead on Saba on April 15, is in full swing. The investigation is the responsibility of the Chief Public Prosecutor of the Public Prosecutor's Office BES and the chief of the Dutch Caribbean Police Force.
From the start of the investigation the Chief Public Prosecutor and the Chief of Police are in close contact with each other. The investigation team has been strengthened with investigators and specialists from the Recherche Samenwerkings Team (RST). As of next week the team will get support from the Police Force from the European Netherlands.
On April 17th a special team and the public prosecutor came to Saba to initiate the investigation which is now being continued on Saba as well as on Bonaire. There are investigations being carried out, various items confiscated, information was requested from providers and witnesses were interviewed. The investigation was intensified the moment it became clear from the preliminary results of the forensic autopsy carried out on the body that a crime has been committed.
Now that it is clear that this is a homicide, the investigation has the highest priority.
The investigation has a very broad approach. That is, when trying to figure out what happened and who is involved, however nothing is excluded. The investigation team is trying to trace as much as possible information about the victim and her whereabouts.
For this purpose, many more witnesses need to be interviewed. For this reason, the team will be active especially on Saba the coming period.
Because of the fact that the victim is not from Saba but has lived most of her life in the United States, there will also be investigations in the US. In order to do so, contact has already been established with the US authorities and cooperation with the FBI is taking shape.
The cooperation between the prosecutor's office and KPCN with the US authorities will be based on, so called, mutual legal assistance. This means, that the BES authorities will be responsible for the investigation, but will be granted support from the United States.
The Public Prosecution's Office and the Dutch Caribbean Police Force are well aware that there is curiosity and even concern may arise about this investigation. Especially in a small community an unsolved crime can cause commotion. By providing information about the investigation, the public will be informed as best as possible. However, no statements can be made about the ongoing investigation or specific directions of the investigation.
The first goal is to trace the perpetrator(s). And for someone who knows what has happened, any information regarding the progress or findings of an investigation may contain very important information. The investigation can therefore be obstructed, or even come to a dead end.
On May 7th, the leading investigator, the Chief of Police, the Chief Public Prosecutor and the Island Governor talked about how the investigation is further organized and about communicating with the public.
Also, a meeting was held with the management of the Saba University School of Medicine. Victim support is available for people affected by the occurrence.

Politie en Openbaar Ministerie krijgen bijstand uit Nederland in onderzoek Hector.
Het opsporingsonderzoek, genaamd Hector, van de op 15 april op Saba dood aangetroffen jonge vrouw, is in volle gang. Het onderzoek valt onder de verantwoordelijkheid van de Hoofdofficier van Justitie van het Parket BES en de korpschef van het Korps Politie Caribisch Nederland.
De Hoofdofficier en de Korpschef staan vanaf het begin van het onderzoek in nauw contact met elkaar. Het rechercheteam is versterkt met rechercheurs en specialisten van het Recherche Samenwerkings Team (RST). Met ingang van komende week zal het team ondersteuning krijgen van personeel van de Nationale Politie uit Europees Nederland.
Nadat de eerste onderzoekshandelingen door een speciaal op 17 april ingevlogen team en officier van justitie zijn verricht, is het onderzoek zowel op Saba als vanuit Bonaire voortgezet. Er zijn huiszoekingen verricht, diverse zaken in beslag genomen, gegevens bij providers opgevraagd en getuigen gehoord. Het onderzoek is geïntensiveerd vanaf het moment dat uit de voorlopige uitslagen van de op het lichaam uitgevoerde sectie bleek dat de vrouw door een misdrijf om het leven is gekomen.
Nu het duidelijk is dat het om een levensdelict gaat, heeft het onderzoek de hoogste prioriteit.
Het onderzoek kent een zeer brede insteek. Dat wil zeggen dat bij het proberen te achterhalen wat er gebeurd is en wie daarbij betrokken is, nog niets wordt uitgesloten. Het onderzoeksteam probeert dan ook zoveel mogelijk informatie over het slachtoffer en haar doen en laten te achterhalen.
Daartoe zullen onder meer veel getuigen gehoord moeten worden. Om die reden zal het team de komende tijd vooral op Saba actief zijn.
Gezien het feit dat het slachtoffer niet afkomstig is van Saba maar het grootste deel van haar leven in de VS heeft geleefd, zal ook daar onderzoek worden gedaan. Om dat mogelijk te maken is er al contact gelegd met de autoriteiten in de VS en krijgt de samenwerking met de FBI vorm.
Samenwerking tussen het Openbaar Ministerie BES en KPCN met de autoriteiten in de VS zal plaatsvinden op basis van, zoals dat heet internationale rechtshulp. Dat wil zeggen dat het onderzoek hier en onder verantwoordelijkheid van de BES-autoriteiten wordt uitgevoerd, maar vanuit de VS ondersteuning wordt verleend.
Openbaar Ministerie en politie beseffen zeer goed dat er nieuwsgierigheid bestaat en zelfs bezorgdheid kan ontstaan over het onderzoek. Zeker in een kleine gemeenschap kan een nog niet-opgelost misdrijf onrust geven. Door voorlichting te geven over het onderzoek wordt geprobeerd zo veel mogelijk informatie te verstrekken. Maar over het verloop en over specifieke richtingen van het onderzoek kunnen geen mededelingen worden gedaan.
Het eerste doel is dat dader(s) worden opgespoord. En voor iemand die weet wat er gebeurd is, kan elke mededeling over het verloop of bevindingen van een onderzoek heel belangrijke gegevens bevatten. En kan het onderzoek dus worden belemmerd of zelfs op een dood spoor komen.
Op 7 mei hebben de leider van het onderzoek, tevens hoofd Opsporing van KPCN, de Korpschef, de Hoofdofficier van justitie en de Gezaghebber gesproken over de manier waarop het onderzoek verder wordt georganiseerd. Tevens is met de Gezaghebber gesproken over de communicatie met de bevolking.
Ook is gesproken met de leiding van de Saba University School of Medicine. Slachtofferhulp is beschikbaar voor mensen die door het gebeurde zijn getroffen.
Er is een speciaal telefoonnummer beschikbaar voor mensen die over informatie beschikken die voor het onderzoeksteam Hector van belang zou kunnen zijn. Mensen kunnen via dit nummer ook aangeven dat zij teruggebeld willen worden. Bellers naar dit nummer kunnen als zij dat erg belangrijk vinden, ook aangeven dat en waarom zij liever anoniem blijven.
