COVID- 19-Health Bulletin for the period from November 2 to 8, 2020.

coviddata12112020Detail of cases
Saint Martin: there are 42 new cases in Saint-Martin (note that following an update to SI-DEP software, an update to the number of cases is to be highlighted for week 44: 47 cases vs 38 initially reported). Considering consolidated data from previous weeks, this brings the number of cumulative coronavirus cases confirmed by PCR test to 655
Saint-Barthélemy: The number of new cases among residents is 11. This brings the number of cumulative coronavirus cases confirmed by PCR tests to 109
Hospitalized and deceased
The CH Louis-Constant Fleming is being heavily mobilized to manage the crisis. As of November 9, 6 Covid confirmed patients are being hospitalized in the facility's medical department. 4 COVID patient health evacuations have been carried out to Guadeloupe.
Number of tests
In Saint-Martin: 301 additional tests were carried out in the laboratory and in the hospital, with a total of 6906 tests recorded.
The drive-thru activity continues at the CH in Saint-Martin and a new drive (accessible on Friar's Bay) has been set up to offer antigenic tests for people leaving for Guadeloupe. The latter carried out 82 tests in week 45, detecting 2 positive cases (NB: these numbers are not cumulated with previous PCR-related numbers, antigenic tests are being tested special follow-up).
In Saint-Barthélemy: 358 additional tests were carried out in the lab, with a total of 4445 tests recorded3
Tracking the indicators
The ARS is vigilantly following the indicators put in place for the monitoring of decon lockdown:
- The incidence rate that measures the number of people positive for Covid-19 out of 100 inhabitants over a one-week period. Two thresholds are set, a threshold of vigilance at 10/100 inhabitants and an alert threshold at 50/100 inhabitants. High incidence reflects cluster development or active viral circulation.
- The positivity rate that measures the number of people positive for Covid-19 / the number of tests carried out over a week. Two thresholds are set, a threshold of vigilance at 5 % and an alert threshold at 10 %.
In Saint-Martin,
• Weekly incidence rate remains above the warning threshold with a population of 117,50/100
• The positivity rate over the past week is increasing from the previous week: 17,21 % in S45 (vs 12,62 % in S44).
Thus these two indicators show very active circulation in the territory. There is a need to increase vigilance, especially since the incidence rate has risen among 30-40-year-olds (from 83,06 to 228, 42) and 70-80-year-olds are the Highest incidence rate: population 273,30/100 This is very disturbing because they are the most fragile.
In Saint-Barthélemy,
• Incidence rate is stabilizing, but remains above the warning threshold, with a rate of 112,33 cases per 100 inhabitants (vs. 112,33 in week 44).
• The positivity rate over the past week is 3,07 % (versus 3,90 % week 44).

Advice to the public
Fragile people, often carrying chronic diseases, should protect themselves imperatively thanks to barriers but also by refusing physical contacts (kissing, hugs...). In case of symptoms, these people are invited to contact their treating doctor from the earliest Signals. These people are called upon to strongly favor PCR testing over antigenic tests, which are deemed to be less sensitive.
In the case of suspected contamination, with or without symptoms, it is imperative not to move to your doctor's office. He needs to be reached beforehand by phone.
Antigenic testing completes the COVID screening device, so far, based on the remaining most sensitive RT-PCR tests. PCR testing, therefore, remains the priority, especially for symptoms or risk contact cases. They also remain a reference for travelers. Only if RT-PCR tests are not available within the time limit will antigenic tests complete the device for travelers. They are offered since this day to travelers leaving Saint-Martin to stay (more than 48 H) in Guadeloupe. These tests will also be offered to staff practicing in our archipelago's health, social and medical facilities for major collective screening campaigns, especially when they return from vacation.
The TAP / RIPOSTE COVID-19 platform still tuned at 05 90 99 14 74, evolving with a new cell, to best respond to the state's strategy based on Three pillars Test Alert Protect (TAP).
In connection with the partners of health insurance (CGSS) and Santé Publique France, it carries out a very important investigation work to identify contacts and for requests for information on the terms of the screening (difficulties for appointments with the laboratories, coordinates of screening centres, planning for traveling screening in the communes, screening for metropolis or Antilles flights, preventive measures to be put in place in enterprises and procedures to get employees tested, conduct to be carried out for person contacts, requests for screening in public or private establishments...). The platform continues to handle a large number of calls and monitor compliance with isolation measures.
The COVID-19 outbreak should not make us forget the dengue that is still present: let's destroy our larval cottages!
