Unified Resilient St. Maarten Movement Expresses (URSM) Disappointment Over Handling of Incoming MPs' Credentials.

PHILIPSBURG:--- The board of the Unified Resilient St. Maarten Movement (URSM) expresses profound disappointment with the handling of the credentials of incoming Members of Parliament (MP) in recent parliament proceedings. While recognizing the inherent nature of opposition politics, the URSM underscores that the conduct of political affairs must not compromise the efficient execution of the people's business.

Under Article 45 of the Constitution, Parliament is comprised of 15 members, a legal framework that mandates the filling of vacant seats within the body.

As the law states, when a parliamentarian assumes a ministerial role, their seat is filled by another member from the same political party. This practice is essential for the continuity of our parliamentary system and has been observed in the past, with an expectation for its continuation in the future.

It is imperative to note that failure to fill vacant seats results in non-compliance with Article 45 of the Constitution, rendering Parliament unable to function. Until the credentials of the two members are approved by Parliament and they are sworn in by the Governor, parliamentary proceedings remain stalled. Regrettably, some members outside the coalition are disregarding their oath of office, hindering the functioning of Parliament.

Throughout recent events, including budget meetings and the processing of credentials for incoming MPs, a bipartisan approach has historically fostered effective governance. The URSM emphasizes the importance of upholding such standards to ensure the smooth functioning of democratic processes and the fulfillment of the electorate's mandate.

The board of the URSM is deeply troubled by what appears to be a lack of political maturity among several opposition MPs. It is evident that some individuals are prioritizing the retention of power over honoring the expressed will of the people of St. Maarten as, it pertains to the vetting of the credentials of the 15 members of Parliament. This process is, and should remain a none political issue as evidenced in the outcomes of the last parliamentary election. A good example is the unanimous appointment of the Chair of Parliament.

As advocates for resilient governance and the protection of democratic principles, the URSM calls upon all political actors to prioritize the collective interests of the populace above partisan agendas. Only through constructive collaboration and a commitment to democratic norms can St. Maarten continue its path towards progress and prosperity.

The URSM remains steadfast in its dedication to promoting transparency, accountability, and effective governance for the betterment of St. Maarten and its citizens.

CoM meets with SG Platform to discuss Government Transparency and Efficiency

comsgsmeeting07052024PHILIPSBURG (DCOMM):---  In an effort to foster greater transparency and operational efficiency, and as part of the onboarding program R.I.S.E. – Leadership Excellence through Relationship Building, Insight, Skills and Empowerment, the Council of Ministers (CoM) had an introductory meeting with the Secretary-General (SG) Platform, of which all Secretaries General of the Ministries form part of.
Prime Minister Dr. Luc Mercelina emphasized the necessity of breaking down communication barriers across ministries, the so-called silo approach, to enhance operational transparency and efficiency.
“Our goal is to streamline government activities through better communication, ensuring that all ministries are aligned with the government’s broader objectives,” stated the Prime Minister.
To enhance alignment and synchronization, and a more integrated approach, regular strategic meetings between the Council of Ministers and the SG Platform in the presence of key staff within the cabinet of the Minister as well as the financial controller of the Ministry, will be instituted.
A follow-up meeting has been scheduled for May 21, aimed at involving the Secretary Generals more deeply in finalizing the Governing Program, which will form the basis in the formulation of the annual action plans and policy strategies for the seven ministries.
This strategy is intended to ensure the SGs are co-owners of the Governing Program, fostering a sense of shared responsibility.
Prime Minister Mercelina reiterated the government’s commitment to a transparent, effective government that prioritizes the welfare of the nation over individual interests.
“We aim to create a working environment that promotes honesty and integrity in its way of communication,” Prime Minister Mercelina said.
The attending ministers supported this sentiment, and the Secretary Generals expressed that they are looking forward to future collaborative efforts, as expressed during the meeting.

MP Ottley Questions Coalition's Ability to Govern Amidst the Chaos in Parliament.

omarottley06052024PHILIPSBURG:--- In today’s public meeting of Parliament, Member of Parliament and Leader of the UPP faction Omar E. C. Ottley raised serious concerns about the ability of the current coalition government to govern effectively. As it stands, the current coalition does not have the support of majority of Parliament since Thursday last week. The chaos witnessed during the recent meeting today underscores a deeper issue within the government's ability to govern effectively.

Last week, this crucial meeting to approve the credentials of two soon-to-be MPs could not proceed due to a lack of quorum by the current "majority" of the 2 x 4 Government. MP Ottley emphasized that this failure reflects a fundamental lack of planning on the part of the formateur and the MPs that have signed on to this coalition. He reiterated his willingness to work together and suggested that the sitting MPs reconsider whether this is a Government they should be supporting.

"It is the responsibility of the current coalition to properly plan!" MP Ottley stated in his notification remarks. "The current situation we are in is due to the lack of planning by the Government expected to govern our nation for the next four years.” MP Ottley further questioned the chair, "How long will you continue to attach your face to a government of chaos? How long will you attach your face to a coalition that obviously does not show up?"

NA Faction: Does the 2x4 Coalition Members of Parliament Have Confidence in their Government?.

PHILIPSBURG:--- St. Maarten's political landscape is at an impasse as the 2x4 coalition is faced with a crisis of confidence, raising questions about its capacity to govern effectively. Recent events have highlighted significant divides within the coalition, with key coalition members demonstrating a lack of trust in their coalition.

The situation unfolded last week when Members of the NOW party and a Member of the PFP failed to attend the meeting of Parliament for approving incoming Members of Parliament's credentials on Thursday, May 2nd. Fast forward to today, May 6th, the meeting was reconvened at 9 a.m. However, a quorum was not met, and one coalition member was notably absent.

To add insult to injury, at the 9:45 a.m. recall, not one but two coalition members were missing. This time, the opposition members were fully present, providing a quorum. Yet, the absence of Christophe Emmanuel of the NOW party and Ludmila de Weever of the PFP Party raises significant doubts about the coalition's internal cohesion.

The irony is palpable with Ludmila de Weever's impassioned "show up" speech, calling for commitment and accountability. However, both she and her coalition partners failed to adhere to her plea, casting a shadow over the sincerity of their leadership.

Furthermore, the eleventh-hour resignations of Luc Mercelina and Grisha Marten-Heyliger, despite being approved as Ministers by the governor well in advance, suggest a lack of confidence in the stability of their coalition. Did they not trust their own coalition’s stability? Why didn’t they enter their resignation letters sooner with an effective date of May 3rd and approve the incoming Members’ credentials?

Always remember, a divided house cannot stand. The 2x4 coalition must confront the harsh realities facing it. The presence of discord and uncertainty within their coalition cannot be ignored. Their lack of confidence in their own coalition is evident and loud.

The time has come for the 2x4 coalition to be honest with the people of St. Maarten. They must acknowledge the internal challenges plaguing their coalition and address them transparently. Only through genuine introspection and decisive action can they hope to regain the trust and confidence of the electorate that they were elected to serve.

This coalition has surely started off on a bad note, showing its instability from the onset, and the question remains: Does the recently sworn-in Mercelina Cabinet have the support of its coalition Members of Parliament to ensure continuity of Government?
