EXCLUSIVE:--Will GEBE Supervisory Board hold former COO Romelio Maduro liable for dubious contract he signed with St. Maarten Service Provider? (UPDATED).

romeliomaduro17052015PHILIPSBURG:--- Now that the contract signed by the former Chief Operations Officer (COO) of GEBE Romelio Maduro and St. Maarten Service Provider is in public domain, the big question that are on the minds of several persons is if the Supervisory Board will hold the former COO liable who found it fit to bind the government owned company to pay a consultant $10,500.00 per month whether or not they provide work for GEBE, further to that will the Supervisory Board of Directors exonerate themselves from this contract since they claim not to know anything about the contract with St. Maarten Service Provider and GEBE until one of the board members were tipped off by a ‘whistle blower” within the company. SMN News learnt that this contract is what broke the camel’s back and caused the Supervisory Board to terminate their working agreement with Maduro.
In article 3 which deals with “Compensation for Consulting Services. Article 3.1 states the following:-

3.1 Compensation. The Company shall pay to Consultant USD$_75 Dollars per hour for services rendered to the Company under this Agreement The monthly compensation shall be paid on the first of the month following the month the services were provided. The monthly compensation shall be paid regardless of the number of consulting hours provided by Consultant in a particular month.

While the owner of St. Maarten Service Provider chose to go to some websites owners that has no clue on journalism and his former bosses to spew his anger now that the contract he signed was made public through SMN News. Harley never contacted SMN News where he would have to answer to critical questions. Harley allegedly said that one member of the Supervisory board have been receiving $10,000.00 a month as their stipend while he refused to name the board member he acknowledged that the recipient of that monies is not a board member but instead it’s one of GEBE’s consultant Curtis Haynes. Clearly, Harley has twisted the truth for his own benefit. Harley it is alleged told someone that each time a “blackman is making some monies, there are others who wants it” now Harley would have to say who exactly he has been sharing the monies he collected from GEBE with and for what purpose.
The same contract states in article 3.2 that the government owned company has to reimburse the consultant for all necessary expenditures they incurred.

3.2 Reimbursement. The Company agrees to reimburse Consultant for all actual reasonable and necessary expenditures, which are directly related to the consulting services. These expenditures include, but are not limited to, expenses related to travel (i.e., airfare, hotel, temporary housing, meals, parking, taxis, mileage, etc.). Telephone calls, and postal expenditures. Expenses incurred by Consultant will be reimbursed by the Company within 15 days of Consultant's proper written request for reimbursement.

alfredharley03072015Harley signed the consultancy agreement on January 20th 2015, from that period to April 2015 St. Maarten Services Provider collected the sum of $126, 000.00 from N.V GEBE and he is still claiming that the government owned company owes him the sum of $68,000.00 since Maduro cancelled the last check when he was told that he went over his limit of $50,000.00 when he signed off on that last check.

A source within GEBE told SMN News that Harley would have cleaned out GEBE coffers with the trend he and Maduro was following but his arrogance is what led the ‘whistle blower’ to inform the board of the contract. The source further stated that when the Supervisory Board met with MP Theodore Heyliger and they provided the copies of the checks that Maduro paid out to St. Maarten Services Provider within the four month period it is alleged that Heyliger said that this man is a ‘damn thief,” the source said that members of the Supervisory Board immediately told MP Heyliger that they are not the ones that called Harley a ‘thief” instead they are holding the COO accountable for his actions without informing the Supervisory board of Directors.
It should also be noted that the Supervisory Board took action before St. Maarten Service Provider could have billed the government owned company for expenditures he encountered. SMN News will be investigating Alfred Harley since he worked at the St. Maarten Hospitality and Trade Association and UTS- St. Kitts and we will expose the reasons he is no longer representing those companies.
The Supervisory Board of Directors also cancelled the much talked about MOU that Romelio Maduro signed with the company G.B Energy since no bidding process had taken place and it was not right to give a G.B Energy assurance that they would have gotten the jobs in a MOU while no bidding had taken place.

 

Who is Alfred Harley?

Harley plagiarized President Obama speech while working for SHTA --- Accused of Misappropriation of funds at XBC--- St Kitts --- Condemned by Court in St. Kitts.

In press release Harley said some people are calling themselves journalists while they have no ethics. A very nice quote from someone who calls himself a journalist yet he plagiarized a speech from President Barrack Obama while working for the St. Maarten Hospitality and Trade Association (SHTA) in 2013. A well-placed source told SMN News that when Harley was confront by top levels at SHTA he admitted to the plagiarism and agreed to resign. SMN News further learnt that Harley was accused of inappropriate conduct by a cleaning lady while working at SHTA.
Harley who calls himself a good citizen was the operations director of Royal Palm Beach Hotel where he is  allegedly accused of stealing some beach chairs, then a BBQ grill during the Christmas Holidays. Harley was fired from Royal Palm when he placed a photograph of the stolen grill on FACEBOOK claiming that he got it as a Christmas gift.
As SMN News continues its research on who exactly is Alfred Harley we stumbled on some court documents which showed that Harley was sued in St. Kitts by Xtreme Business Concept (XBC) for non-payment of bills. Harley had owed XBC $8000.00 (EC 31,229.91) which includes court fees; at the time Harley was unemployed because he was already terminated by UTS/XBC St. Kitts when he was convicted to pay XBC therefore the court ordered him to pay XBC EC600 per month until he paid off the debt to XBC. However,  he stopped making the payments and fled from St. Kitts and went to Nevis where he worked at Four Seasons Resort then he was fired after one year. During that period of time there was a pending warrant in St. Kitts and Nevis for Harley’s arrest for non- compliance of payment to XBC but Harley managed to escape back to St. Maarten and started to work for the St. Maarten Hospitality and Trade Association. Management of XBC then placed a lien on Harley’s salary for the outstanding monies he owed them and those monies were paid off in three months through the lien placed on his salary. The amount he paid to XBC was $8,778.06 which includes the court and bailiff fees.
Speaking about ethics and loyalty should not be coming from Alfred Harley since he impregnated a young Guyanese national while working for UTS-XBC in St. Kitts. The former police officer in St. Kitts then used his contacts (friends) in the police force in St. Kitts and got the young woman he impregnated deported since she was residing illegally in St. Kitts. Harley did that in order for him not to take his responsibilities towards the young mother and her unborn child.
This is only one part of the information SMN News have decided to release on Alfred Harley the owner of St. Maarten Service Provider.
