Directives Relief for GEBE Customers and Generator Procurement Updates.

lucmercelina09032025PHILIPSBURG: --- During the Council of Ministers press briefing on Wednesday, Prime Minister Dr. Luc Mercelina provided significant updates on energy relief measures and the ongoing discussions regarding the purchase of new generators for GEBE. These issues have been a constant talking point, given the high energy costs faced by the people of St. Maarten and the nation’s need for a reliable energy supply.

Relief Measures for GEBE Customers

Dr. Mercelina reiterated that his government has taken steps to address the high energy prices burdening citizens. A 40-page report, prepared in collaboration between the Regulatory Authority of Curaçao (RAC) and the Bureau of Telecommunications and Post (BTP) of St. Maarten, delivered actionable recommendations to help mitigate costs.

On May 22, 2025, the Prime Minister sent a formal letter with the report’s findings to the GEBE Supervisory Board, urging the implementation of these recommendations through the organization’s corporate governance structure.

“These guidelines were created with the people of St. Maarten in mind. The suggestions from RAC and BTP have been forwarded to the supervisory and executive boards for execution. The priorities and solutions are now in their hands,” Dr. Mercelina explained.

Among the recommendations were measures to alleviate the impact of rising fuel costs and improve affordability for energy consumers. The Prime Minister emphasized that transparency and accountability would play critical roles in the execution process, as GEBE now takes the baton to bring relief to the island’s residents.

“We promised action, and we are delivering. The measures are in place, and our focus now is ensuring that the Supervisory Board responds efficiently and effectively,” he added.

Challenges Surrounding Generator Purchase

The briefing also addressed updates on the purchase of new generators to manage St. Maarten’s energy needs. The Prime Minister confirmed receiving correspondence from GEBE’s Executive Board regarding their preference for maintaining the longstanding working relationship with Wärtsilä, a globally recognized supplier known for its reliability.

“The executive board of GEBE has communicated its intent to continue with Wärtsilä due to their historical collaboration and the staff’s familiarity with the brand. This relationship ensures streamlined operations and maintenance, which are vital for continuity,” Dr. Mercelina explained.

However, the Prime Minister acknowledged the complexities that accompany such decisions, particularly regarding procurement laws. While the preference for Wärtsilä is logical based on operational history, the law requires accountability and competitive bidding processes for significant transactions.

Balancing Transparency and Continuity

Dr. Mercelina highlighted the balancing act between adhering to legal frameworks and ensuring timely energy solutions for Sint Maarten.

“Decisions involving significant investments must satisfy two priorities. First, they must maintain transparency, as this is about public funds. Second, they must guarantee energy stability for our people in the long term,” he stated.

The Prime Minister indicated that the topic will be brought to the Council of Ministers for further discussion. He promised that any decision made would align with the best interests of the nation. “If we decide to move forward with Wärtsilä, I will take full responsibility. The priority is to make decisions that benefit St Maarten without any personal agendas,” he said firmly.

Prime Minister Mercelina also addressed concerns about potential backlash from the media and critics. “Whatever path we choose, there will always be differing opinions. Our focus is on defending rational, informed decisions that serve the people of St. Maarten,” he remarked.

The Prime Minister concluded the session by reaffirming his government’s commitment to tackling Sint Maarten’s energy challenges. From securing relief for GEBE customers to ensuring sustainable solutions for the island’s energy supply, Dr. Mercelina emphasized a forward-thinking approach.
