Government warns Social Assistance budget may fall short as more residents seek help

Mercelina reports approximately 1,450 recipients in September, with demand projected to rise further in 2027 and a comprehensive seniors policy still under development.

mercelinasocialassistance01102026PHILIPSBURG:--- Government has acknowledged that its approved 2026 financial assistance budget is likely insufficient to meet demand, while warning that the proposed 2027 allocation may also need to be revisited.

Prime Minister Dr. Luc Mercelina delivered the assessment in Parliament while representing VSA Minister Claret Connor.

Responding to MP Egbert J. Doran, Mercelina said about 1,450 people received financial assistance in the September 2026 payment cycle, compared with 1,399 in January and 1,442 in July.

The figures show a growing caseload during the year.

Further Growth Expected in 2027

Based on the trend, the ministry estimates that the number of recipients could reach approximately 1,500 to 1,560 in 2027.

Mercelina stressed that this is a planning estimate rather than a fixed target and would be refined as more information becomes available.

He said the approved 2026 budget, including its amendment, is likely inadequate given current global, regional and local conditions.

Early indications also suggest that the 2027 budget may require adjustment.

The ministry is monitoring monthly payments and intends to bring forward a formal budget request once the year-end 2026 figures are finalized.

For medical assistance, Mercelina said utilization is still being assessed against the approved budget. He did not provide a completed assessment of its sufficiency.

Existing Support for Seniors

Mercelina said seniors in need can access financial assistance and medical aid under the relevant framework.

He also outlined activities offered through the Community Empowerment Program, including digital literacy, senior fitness, income tax filing support and a guided living facility.

A social directory for seniors is being developed.

These initiatives provide existing support, but the broader policy framework remains a work in progress.

Comprehensive Seniors Policy Still to Be Developed

For 2027, Mercelina said the ministry intends to explore and develop a more comprehensive policy for older persons, building on the Aging with Dignity Conference and other activities undertaken in 2025 and 2026.

He said the process must consider seniors’ needs and involve relevant ministries and stakeholders.

Aging affects healthcare, pensions, housing, transportation, accessibility, employment and community participation, he explained.

“Addressing the needs of an aging population must be a whole-of-government priority,” Mercelina said.

His responses did not announce a completed national aging framework, a final implementation schedule or a dedicated funding package.

The immediate challenge is therefore twofold: maintaining assistance as demand grows, while converting policy development into practical support for an aging population.
