Bijgaand bieden wij u het Jaarplan 2016 van het OM BES aan.
Onze instroom in de afgelopen jaren is nagenoeg verdubbeld en het OM zag zich geconfronteerd met een toename van onderzoeken naar zwaardere en ondermijnende vormen van criminaliteit. Er is sprake van een zeer hoge werkdruk en een verhoogde kwetsbaarheid.
De kleinschaligheid van de organisaties in Caribisch Nederland speelt een uiterst belemmerende rol in het functioneren van de diverse organisaties in de justitiële keten en leidt tot capacitaire beperkingen en gebrek aan flexibiliteit binnen de formatie.
Het OM BES wil zichzelf en de keten in de komende jaren verder professionaliseren langs drie –met elkaar verband houdende- lijnen:
1. het inhoudelijk en procesmatig ondersteunen van het primair proces;
2. het verminderen van kwetsbaarheid van het proces, en
3. het aanbrengen van een meer informatiegerichte sturing op de keten.
Onze speerpunten op het gebied van zware criminaliteit worden mensenhandel, witwassen en internationale drugshandel; dit laatste ook in relatie met Bonaire International Airport en de blauwe grens. De outlaw motorcycle gangs houden ook onze nadrukkelijke aandacht. Natuurlijk hebben we vooral belangstelling voor de overlap tussen deze verschijningsvormen van criminaliteit.
Mede door signalen van investeringen van crimineel geld in vastgoed willen we meer aandacht voor financieel-economische criminaliteit /witwassen en wordt de samenwerking voortgezet/geïntensiveerd met onder meer de Belastingdienst en de FIOD.
Verder willen we (meer dan nu) subjectgericht (dadergericht) gaan werken om de veel voorkomende- en middencriminaliteit aan te pakken en richten we ons hierbij primair op geweldscriminaliteit (incl. zedenzaken en atrako’s), jeugdcriminaliteit, woning- en bedrijfsinbraken en lokale handel in verdovende middelen.
Jaarverslag 2014
In dit Jaarverslag over 2014 wil het OM BES inzicht geven en verantwoording afleggen over wat in dat jaar is verricht en opgepakt. Van strafzaken tot beleidsmatige thema’s als de werking van de strafrechtsketen, onderzocht door de Raad voor de rechtshandhaving. Ook besteden we aandacht aan outlaw motorcycle gangs en de problemen rondom handhaving van de leerplicht .
In 2014 was een belangrijk gegeven voor ons zelf, maar zeker ook voor de opsporingsdiensten, dat in januari het onderzoek Country Garden moest worden opgepakt. Een onderzoek dat het hele verslagjaar heeft doorgelopen. Iedereen besefte dat Country Garden naar zijn aard een onderzoek was dat gedaan moest worden. En waarin amper concessies aan de orde konden zijn. Het primair proces van het OM raakte in de 2014 –mede door Country Garden- in de gevarenzone. Daarmee werd Country Garden in 2014 ook een katalysator voor het intensiveren van het al eerder in gang gezette keuzeproces. Noodzakelijkerwijs moeten wij, samen met partners, kijken naar wat we wel en niet kunnen doen. Daarbij komt de grens aan beschikbare capaciteit aan de orde.

Hereby we offer you the Annual Plan 2016 of the OM BES.
Our inflows in recent years has almost doubled and the prosecution was faced with an increase in investigations into more serious and debilitating forms of crime. There is a very high workload and increased vulnerability.
The small size of the organizations in the Caribbean Netherlands plays a very negative role in the functioning of the various organizations in the justice system and leads to capacity restrictions and lack of flexibility within the formation.
The prosecution BES itself and the chain wants to professionalize in the coming years with three interrelated lines:
1. the content and process supporting of the primary process;
2. reducing vulnerability of the process, and
3. applying a more information-oriented control in the chain.
Our focus in the field of serious crime is on human trafficking, money laundering and international drug trafficking; the latter also in relation to Bonaire International Airport and the blue border. The outlaw motorcycle gangs also keep our explicit focus. Of course we are particularly interested in the overlap between these forms of crime.
Partly because of signals from investments of dirty money in real estate, we want more attention to economic and financial crime / money laundering. The cooperation with the Belastingdienst Caribisch Nederland and the FIOD continues /is intensified.
We also want to work (more than now) more subject-oriented (perpetrator directed) to address the many - and middle crime and hereby focus primarily on violent crime (incl. Sexual offense crime cases and atrako's), juvenile crimes, home and business burglaries and local drug trafficking businesses.
Annual report 2014
In this Annual Report for 2014 OM BES will give insight and accountability for what has been done and undertaken in that year. From criminal to policy issues such as the functioning of the criminal justice system, examined by the so called ‘Raad voor de rechtshandhaving’. We also pay attention to outlaw motorcycle gangs and the problems of enforcement of compulsory education.
An important fact in 2014 for ourselves, but also for the investigative services, is that the investigation named Country Garden had to be picked up in January. An investigation that lasted the whole year. Everyone realized that Country Garden was an investigation of a nature that had to be done. And in which concessions could hardly be put on the agenda. The primary process of OM hit – also because of Country Garden - the danger zone in 2014. While this Country Garden investigation also became a catalyst in 2014 for intensifying the already initiated process of making choices. Necessarily, we must, together with partners, look at what we can and cannot do. Doing so the limit of available capacity is put on the agenda.
